Everything You Need to Know About the 2025 US Citizenship Test Changes

USCIS introduced a redesigned naturalization civics test in 2025, and if you are preparing for your citizenship interview, it is important to understand what has changed and how it affects you. This guide covers everything you need to know about the 2025 test updates.

When Did the Changes Take Effect?

The 2025 naturalization civics test officially applies to anyone who filed Form N-400 on or after October 20, 2025. This date is based on when USCIS receives your application, not when your interview is scheduled.

If you filed your N-400 before October 20, 2025, you will still take the 2008 version of the test, even if your interview takes place in 2026 or later. USCIS has been clear about this cutoff: the filing date determines which test you take.

What Changed in the 2025 Test?

More Questions in the Pool

The most significant change is the size of the question pool. The 2008 test had 100 civics questions. The 2025 test has 128 civics questions. This means there is more material to study, but the questions are organized into clear categories that make studying manageable.

The 128 questions are divided into three sections:

  • American Government — approximately 50 questions covering the Constitution, the branches of government, rights and responsibilities, and the political system
  • American History — approximately 55 questions covering the colonial period, the Revolutionary War, the Civil War, modern American history, and more
  • Integrated Civics — approximately 23 questions covering geography, symbols, holidays, and current public officials

More Questions Asked During the Interview

Under the 2008 test, the officer asks 10 questions and you need 6 correct to pass. Under the 2025 test, the officer asks 20 questions and you need 12 correct to pass. The passing threshold remains at 60%, but you are answering more questions overall.

The officer will stop asking questions once you either answer 12 correctly (you pass) or answer 9 incorrectly (you fail). This means the interview may take slightly longer than before, but you also have more opportunities to demonstrate your knowledge.

Updated and New Content

Approximately 75% of the 2025 test content comes from the 2008 test. Many questions are carried over word for word, while others have been revised or reworded for clarity. About 25% of the questions are entirely new, covering topics that were not included in the 2008 version.

New content areas include expanded coverage of:

  • Recent American history and current events
  • The rights and responsibilities of citizens
  • How government works at the federal, state, and local levels
  • Geographic and cultural knowledge

Some questions from the 2008 test that were considered outdated or redundant have been removed.

Can You Choose Which Test to Take?

No. The test version is determined by your N-400 filing date, and you cannot choose between the 2008 and 2025 versions. If your application was received by USCIS before October 20, 2025, you take the 2008 test. If it was received on or after that date, you take the 2025 test.

If you are currently deciding when to file, consider how much time you need to prepare. The 2025 test has more questions but is not necessarily harder — the passing percentage is the same, and most of the content overlaps with the 2008 test.

The 65/20 Exemption Under the 2025 Test

The 65/20 exemption continues to apply under the 2025 test. If you are 65 years or older and have been a lawful permanent resident for at least 20 years, you are eligible for a simplified version of the civics test. Eligible applicants study from a designated subset of questions and the test may be administered with accommodations.

How to Prepare for the 2025 Test

Study All 128 Questions

USCIS has published the complete list of 128 civics questions and answers. This is your primary study resource. Go through every question and make sure you understand not just the answer, but the concept behind it.

Use Updated Study Materials

Make sure any study materials you use cover the 2025 test specifically. Older study guides and apps may only cover the 2008 test's 100 questions and will not include the 28 new questions. Citizen Pro covers both the 2008 and 2025 test versions, so you can study the correct question set based on your filing date.

Practice the New Format

Since the 2025 interview involves 20 questions instead of 10, practice answering longer sets of questions in one sitting. This builds your stamina and helps you stay focused throughout the interview. Use practice quizzes set to 20 questions to simulate the real experience.

Focus on New Content

If you have already been studying the 2008 test questions, you have a strong foundation. Focus your additional study time on the new questions that were added in the 2025 version. These cover topics like recent history, expanded government structure, and updated civics concepts.

Practice Speaking Your Answers

The civics test is oral — you answer by speaking, not writing. Practice saying your answers out loud clearly and confidently. AI interview practice tools can help you simulate the real interview and get feedback on your responses.

The Bottom Line

The 2025 citizenship test changes are significant but manageable. The question pool is larger and the interview involves more questions, but the passing threshold remains at 60% and most of the content is familiar from the 2008 test. Start studying early, use updated materials, practice consistently, and you will be well prepared for whichever version of the test you take.

Your path to citizenship is achievable. With the right preparation and the right tools, you can walk into your interview with confidence.
